Should the value of domestic payments transactions between credit institutions and central banks be considered for this indicator?
- Background on the question

For the assessment of the eligible institutions for simplified obligations, according to the Commission Delegated Regulation (EU) 2019/348 of 25 October 2018 (DR 2019/348), competent authorities need to consider the value of the payments made in the reporting year (excluding intra-group payments) calculated as the value of a bank's payments sent through all of the main payment systems of which it is a member.
Compared to the other indicators foreseen in DR 2019/348, this is the only not linked to the ITS on supervisory reporting.
Credit institutions use their payment systems to settle all their transactions including the ones with central banks, where we can find for instance the payments linked to monetary operations.
Additionaly, this criteria is also used in the "Guidelines on criteria to to assess other systemically important institutions (O-SIIs)".
