In which row of template C 73.00 should institutions report the outflows from debt securities such as covered bonds or asset-backed securities issued by the reporting institution?

When computing outflows for LCR purposes, debt securities such as covered bonds or asset-backed securities issued by the reporting institution and maturing within 30 days might fall under both Article 28(6) of Commission Delegated Regulation (EU) 2015/61 – LCR Delegated Act ("Credit institutions shall apply a 100 % outflow rate to all notes, bonds and other debt securities issued by the credit institution, unless the bond is sold exclusively in the retail market and held in a retail account, [...]") and Article 30(8) of the LCR Delegated Act ("Credit institutions shall assume a 100 % outflow for loss of funding on asset-backed securities, covered bonds and other structured financing instruments maturing within 30 calendar days, when these instruments are issued by the credit institution itself or by conduits or SPVs sponsored by the credit institution").
For reporting purposes, this implies that outflows from debt securities such as covered bonds or asset-backed securities could be eligible to be reported in either {C 73.00,r0410/r0420} (referencing Article 30(8) of the LCR Delegated Act) or {C 73.00,r0900} (referencing Article 28(6) of the LCR Delegated Act). A strict reading of the decision tree in the instructions for template C 73.00 (Annex XXV, Part 2, para. 13) seems to indicate that row 0900 takes precedence: step #51 of the decision tree says that if an item was already reported in 1.1.8.2 (i.e. in row 0900), it should not be reported again in 1.1.5 (i.e. in rows 0270-0450). However, this leaves a question on the exact purpose of row 0420. - Submission date
