The Committee of European Banking Supervisors (CEBS) and the Committee of European Insurance and Occupational Pensions Supervisors (CEIOPS) are publishing today a report on the possible impact of the differences in the definition of capital instruments provided for by the European banking, insurance and securities regulation, for the supervision of a conglomerate. This assessment has been produced by the Interim Working Committee on Financial Conglomerates (IWCFC) in response to the Commission’s call for advice on sectoral rules on eligible capital and analysis of the consequences for supervision of financial conglomerates. The report follows the first report on the cross-sectoral comparison of the sectoral rules for the eligibility of capital instruments in the regulatory capital published in January 2007.
CEBS has received a call for advice from the European Commission on prudential treatment of commodities business. In order to respond and consult with a sufficiently broad spectrum of firms of all sizes, CEBS has published a questionnaire on current industry practices and thinking in relation to the measurement and management of commodity risk.
The Committee of European Banking Supervisors (CEBS) is publishing the final technical guidelines on application of the supervisory review process in relation to concentration risk under Pillar 2.
The EBA published today a draft Data Point Model (DPM) based on its draft Implementing Technical Standards (ITS) on supervisory reporting requirements for institutions (Consultation papers CP 50 published on 20 December 2011 and CP 51 published on 13 February 2012). Interest parties are invited to provide comments on the DPM by 11 June 2012.

These recommendations have been produced by the Interim Working Committee on Financial Conglomerates (IWCFC) at the request of the European Financial Conglomerates Committee. The recommendations are the third and last part of the advice on the cross-sectoral comparison of the sectoral rules for the eligibility of capital instruments in the regulatory capital. The recommendations in this advice focus on the four main differences that were gathered during the analysis: the treatment of hybrids, revaluation reserves/latent gains, deduction of holdings and the differences in consolidation approaches and methods foreseen by the Financial Conglomerates Directive.

CEBS publishes today its revised guidelines on financial reporting (FINREPrev2). The revision of the guidelines is part of CEBS’s effort to streamline reporting requirements for supervised institutions, consistent with the recommendations of the Financial Services Committee Report on Financial Supervision (the Franck Report) and the White Paper of the Commission on Financial Services Policy -2005-2010.

The consultation runs until 16 August 2013.
