The Interactive Single Rulebook is an on-line tool that provides a comprehensive compendium of the level 1 text for the Capital Requirements Regulation (CRR2); the Capital Requirements Directive (CRD5); Bank Recovery and Resolution Directive (BRRD2); the Deposit Guarantee Schemes Directive (DGSD); Anti Money Laundering Directive (AMLD); Mortgage Credit Directive (MCD); Payment Services Directive (PSD2); Simple, transparent and standardised Securitisation Regulation (SecReg); Wire Transfer Regulation (WTR) as well as their associated Delegated and Implementing acts, RTS, ITS, Guidelines and Recommendations, and related Q&As.
This Interactive Single Rulebook is meant purely as a documentation tool and the EBA does not assume any liability for its contents. For the authentic version of EU legislation users should refer to the Official Journal of the European Union.
Please click on the relevant legislative text to access the relevant articles, and where relevant and applicable, associated Delegated and Implementing Acts, RTS, ITS, Guidelines, Recommendations, as well as Q&As relating to each Article.
As of 12 June 2020, the ISRB has been expanded to include the Anti Money Laundering Directive (AMLD) and Wire Transfer Regulation (WTR). Further, it has been updated to include Regulation (EU) No 575/2013 as amended by Regulation (EU) 2019/876 (Capital Requirements Regulation or (CRR2), Directive 2013/36/EU as amended by Directive (EU) 2019/878 (Capital Requirements Directive or CRD5) and Directive 2014/59/EU as amended by Directive (EU) 2019/879 (Banking Resolution and Recovery Directive – or BRRD2).
For CRR2, CRD5 and BRRD2 it is important to stress that associated Delegated and Implementing acts, RTS, ITS, Guidelines, Recommendations, and Q&As have not yet been updated in the updated texts. Newly finalised associated Delegated and Implementing acts, RTS, ITS, Guidelines and Recommendations, and Q&As pertaining to these texts will be added as they are published.
For the texts published so far, the EBA is conducting a review of all final Q&As to establish the extent to which they remain relevant. Once this work has been finalised, the outcome will be reflected in the updated texts. Relevant associated Delegated and Implementing acts, RTS, ITS, Guidelines and Recommendations will also be added at that stage. Stakeholders will be informed as and when updates will be made. In the meantime, users of the ISRB are invited to consult both the current and the past version of the CRR/CRD/BRRD when searching for relevant Q&As.
