​The EBA publishes its 2027 Work Programme

​The European Banking Authority (EBA) published today its Work Programme outlining the key areas of focus and deliverables for 2027. The Programme also marks the first step towards a broader medium-term strategy to position the EBA as a next-generation regulator, a body developing supervision at new frontiers, and a provider of services to the supervisory and resolution community.

​The Programme is structured around three drivers: improving efficiency, fostering resilience, and supporting transformation. These underpin the Authority’s work across all core activities and provide the framework for its areas of focus during the year. 

​In this setting, the EBA will focus on completing the implementation of the 2024 banking package, preparing for the new payment services framework, supporting crisis management and deposit insurance reforms, strengthening supervisory convergence and stress testing, advancing integrated reporting and data sharing, and continuing work under the Digital Operational Resilience Act (DORA), the Markets in Crypto-Assets Regulation (MiCA) and the European Market Infrastructure Regulation (EMIR).

​The programme is closely aligned with the European Commission’s banking competitiveness agenda. Through its work, the EBA will help promote a more proportionate and efficient framework, greater supervisory consistency, and stronger foundations for trusted digital finance. Overall, the 2027 Work Programme combines continuity in the EBA’s core tasks with adaptation to new challenges and developments. It also retains sufficient flexibility to respond to changes in the risk environment and to any new mandates or requests arising from the EU legislative and policy agenda.​

The EBA Board of Supervisors, on the basis of a proposal by the EBA Management Board, has adopted the Work Programme on 29 September 2026 in accordance with Article 43 of the EBA Founding Regulation.

As in previous years, the Work Programme was informed by the recommendations of the EBA’s Advisory Committee on Proportionality and the input from the European Commission. Its executive summary will be made available in all official EU languages.

The 2027 Work Programme also reflects the EBA's ongoing efforts to support regulatory simplification and efficiency, including through initiatives aimed at enhancing proportionality, reducing unnecessary reporting and compliance burdens, and improving the effectiveness of the EU regulatory and supervisory framework.
