John Berrigan is the Director General in DG FISMA (Directorate-General for Financial Stability, Financial Services and Capital Markets Union) of the European Commission.

DG FISMA is responsible for EU-level policy making and legislative initiatives with respect to the financial sector, including Banking Union, Capital Markets Union, sustainable finance, digital finance, anti-money laundering and sanctions. In this context, John represents the European Commission on the Economic and Financial Committee and the Financial Services Committee, which report to EU Finance Ministers. He also represents the Commission on the Financial Stability Board, which reports to G20 Finance Ministers. He attends the European Systemic Risk Board and is a permanent observer on the Single Resolution Board.

John has been a Commission official since the mid-1980s and has spent most of that time working on financial-sector issues - first in DG ECFIN (where he contributed to macro-financial analysis in general and more specifically to financial-sector aspects of the assistance programmes for Member States) and now in DG FISMA. He worked on preparations for the introduction of the euro in 1999 and was secretary of the so-called Giovannini Group, which produced reports, inter alia, on issues related to euro-denominated debt issues and post-trading in EU securities markets in the early 2000s. In the mid-1990s, he worked for several years with the International Monetary Fund.

John has a masters degree in economics from University College Dublin. He is married with two children.

Professor Claudia Buch, who joined the Bundesbank in 2014, is Vice-President of the Deutsche Bundesbank and head of its Directorates General Financial Stability, Statistics, and Internal Audit. She is the Bundesbank’s G20 and G7 Central Bank Deputy and a member of the German Financial Stability Committee. Before joining the Bundesbank, Claudia Buch was President of the Halle Institute for Economic Research (IWH) (2013-2014) and Professor of Economics at Otto von Guericke University, Magdeburg (2013-2014) and Eberhard Karls University, Tübingen (2004-2013). She chaired the Scientific Advisory Council at the Federal Ministry of Economic Affairs and Technology (2008-2012) and was a member of the German Council of Economic Experts (2012-2014). Her previous posts also include Scientific Director at the Institute for Applied Economic Research (IAW), Tübingen (2005-2013) and researcher at the Institut für Weltwirtschaft in Kiel (1992-2013). Claudia Buch was awarded a PhD and her habilitation (post-doctorate degree) by the University of Kiel and studied Economics at the University of Bonn.

Agustín Carstens became General Manager of the BIS on 1 December 2017.

Mr Carstens was Governor of the Bank of Mexico from 2010 to 2017. A member of the BIS Board from 2011 to 2017, he was chair of the Global Economy Meeting and the Economic Consultative Council from 2013 until 2017. He also chaired the International Monetary and Financial Committee, the IMF's policy advisory committee from 2015 to 2017.

Mr Carstens began his career in 1980 at the Bank of Mexico. From 1999 to 2000, he was Executive Director at the IMF. He later served as Mexico’s deputy finance minister (2000–03) and as Deputy Managing Director at the IMF (2003–06). He was Mexico's finance minister from 2006 to 2009.

Mr Carstens has been a member of the Financial Stability Board since 2010 and is a member of the Group of Thirty.

Mr Carstens holds an MA and a PhD in economics from the University of Chicago.

Andrea Enria took office as Chair of the Supervisory Board of the European Central Bank in January 2019. Before that he was, from March 2011, the first Chairperson of the European Banking Authority. He previously served as Head of the Supervisory Regulations and Policies Department at the Banca d’Italia and as Secretary General of the Committee of European Banking Supervisors. He also held the position of Head of the Financial Supervision Division at the European Central Bank. Before joining the ECB he worked for several years in the Directorate General Research and the Directorate General Banking and Financial Supervision of the Banca d’Italia.

Mr Enria has a Bachelor’s degree in Economics from Bocconi University and a MPhil in Economics from Cambridge University.

As Director General of BEUC, Monique represents 46 independent national consumer associations in 32 European countries, acting as a strong consumer voice in Brussels, ensuring that consumer interests are given weight in the development of policies and raising the visibility and effectiveness of the consumer movement through lobbying EU institutions and media contacts.

As a consumer expert and advocate, and on behalf of BEUC, Monique is a member of the EU Platform on Sustainable Finance and of the Euro Retail Payments Board. She is a member of the European Commission’s Consumer Policy Advisory Group, High-Level Roundtable on the Chemicals Strategy for Sustainability, and Structured Dialogue on Security of Medicines Supply. She is also a member of the Advisory Group on Noncommunicable Diseases of WHO-Region Europe. Previously, she was a member of the expert group on “Online Disinformation” (2018), the expert group on “trade agreements” (2018-2019), the EU High Level Forum for the Capital Market Union (2020) and sub-group on Artificial Intelligence, Connected Products and other new Challenges in Product Safety (2020). She was also Vice-Chair of the European Advisory Board of the Open Society Foundations (2017-2020).

In her capacity as BEUC Director General, Monique is currently EU Co-Chair of the Transatlantic Consumer Dialogue (TACD) a network of EU and US consumer organisations, and she also represents BEUC at Consumers International, the international consumer organisation.

Apart from championing consumers’ rights, Monique’s passions/challenges are her family & cooking for friends.

Dr Elke König is Chair of the SRB, responsible for the management of the organisation, the work of the Board, the budget, all staff and the Executive and Plenary sessions of the Board. She was President of the German Federal Financial Supervisory Authority (Bundesanstalt für Finanzdienstleistungsaufsicht (BaFin) from 2012 until 2015. After qualifying in business administration and obtaining a doctorate, Dr König spent many years working for companies in the financial and insurance sector. From 1980 to 1990, she worked for KPMG Deutsche Treuhandgesellschaft in Cologne, auditing and advising insurance undertakings, from 1986 as a holder of a special statutory authority (Prokuristin) and from 1988 as a director and partner. From 1990 to 2002, Dr König was a member of the senior management of the Munich Re Group (Head of Accounting); she then moved to Hannover Rückversicherung AG as Chief Financial Officer. From 2010 to the end of 2011, Dr König was a member of the International Accounting Standards Board (IASB) in London. Dr König was also a representative of the Supervisory Board of the Single Supervisory Mechanism.

Wim Mijs (1964) was appointed Chief Executive Officer of the European Banking Federation in 2014. Between 2007 and 2014 Wim served as CEO of the Dutch banking association NVB. During this tenure he transformed the NVB into a modern industry association, positioning it as the key representative of the banking sector in the wake of the financial crisis.

Wim studied law at the University of Leiden in the Netherlands, specialising in European and International law. After his studies he worked at the International Court of Arbitration at the Peace Palace in The Hague. In 1993 he joined ABN AMRO in Amsterdam before moving to Brussels to head up the bank’s EU liaison office. Wim moved back to The Hague in 2002 where he became the Head of Government Affairs for ABN AMRO.

Wim is a member of the Advisory Board of the BBVA Center for Financial Education and Capability, the Industry Chair of the European Parliamentary Financial Services Forum and member of the Advisory board of Leiden Law School.

Between 2011 and 2018, Wim held various institutional roles within the international and European financial/banking community: chairman of the International Banking Federation; chairman of the Executive Committee of the EBF; and chairman of the Board of Euribor, now known as the European Money Market Institute.

Wim is married and has two children.

Irene Tinagli is a Member of the European Parliament, Chair of the Committee on Economic and Monetary Affairs of the EU Parliament, and deputy Secretary General of the Italian Democratic Party. Prior to her political career she was an academic, and was a faculty member at Carlos III University in Madrid. She holds a MSc and a PhD from Carnegie Mellon University. She is a member of the Advisory Council of the Florence School of Banking and Finance, of the Advisory Board of the Penn Center for Social Norms and Behavioral Dynamics at the University of Pennsylvania, and of the Board of Trustees of Friends of Europe.
