Training "EU in a nutshell" - 20 February (13:00 - 17:00) - 21 February (09:30 - 13:00)

This course is addressed to those staff members who are new to the EU environment and need a better understanding of how EU works but also to those who simply wish to brush up their knowledge of the EU legal system. During two sessions (each will last half a day), the following main questions will be answered:
•What and who is the European Union? (day 1)
•What are the tools at the disposal of the EU in order to implement its policies? (day2)

During the first half - day, we will look at the EU legal and institutional landscape and try to clarify the position of the EBA – as an EU Agency – within it. The starting point will be a discussion on the very nature of the EU as a supranational entity, with a clear delimitation of competences as a consequence of it. It will be followed by an overview of the institutional framework of the EU and a discussion about the EBA’s status as an EU agency. When discussing the EU institutions, attention will also be paid to the role of the Court of Justice and the possibility to legally challenge EBA acts.

During the second half - day, the participants will get an overall understanding of the different tools used by the EU to implement its’ policies: treaties, directives, regulations, decisions, etc. The participants will get a chance to analyse different EU legal acts in order to determine their legal features. The role of the EBA in the adoption of specific delegated and implementing acts will be discussed.
