RW applicable to defaulted IPRE exposures
- Question
-
Given that Article 127(2) states that the secured part of a defaulted exposure considers collateral and guarantees eligible for credit risk mitigation under Chapter 4, and that real estate collateral is not regarded as eligible mitigation under the Standardised Approach (SA), while Article 127(3) applies the 100% risk weight only to non-IPRE exposures, should the risk weight (RW) for all defaulted IPRE exposures be determined according to Article 127(1), i.e., based on the level of specific credit risk adjustments?
- Background on the question
-
Article 127(2) of the CRR3 specifies that, in determining the secured part of a defaulted exposure, only collateral and guarantees eligible for credit risk mitigation under Chapter 4 should be considered. However, within the Standardised Approach, real estate collaterals do not qualify as eligible mitigation instruments. Furthermore, Article 127(3) limits the application of the 100% risk weight to non-IPRE defaulted exposures, thereby excluding IPRE exposures from this treatment. This raises uncertainty regarding the appropriate RW for defaulted IPRE exposures. Specifically, whether the applicable RW should instead follow Article 127(1), which requires applying either a 150% or 100% RW depending on whether specific credit risk adjustments are below or above the 20% threshold.
