Why is c0040 in Z 08.04 not part of the key for creating xbrl, while in Z 08.05 it is?

In template Z 08.04 column c0040 Critical Function ID is not part of the key for creating xbrl and therefor report can not be created due to duplicate values(identical rows) whila in template 08.05 c0040 Core Business Line ID is part of key and there is no problem. One service is usually mapped to more then 1 critical function so critical function ID should be part of the key
