Annex II of Instructions for resolution planning report template Z03.01 vs EBA validation rule v7511_m
- Question
-
Could you please check the logic behind the EBA validation rules regarding Combined Buffer Requirement in RESOL report? Details are stated in the background section.
- Background on the question
-
Annex II point II.4.2 for template Z03.01 states that rows from 0400 to 0460 should be filled with COREP data C04.00 rows from 740 to 810.
EBA validation for COREP C04 for Combined Buffer Requirement is v6290_m {r0740} = {r0750} + {r0760} + {r0770} + {r0780} + max({r0800}, {r0810}) meaning Combined Buffer Requirement equals sum of Capital Conservation Buffer, Conservation buffer due to macro-prudential or systemic risk identified at the level of a Member State, Institution-Specific Countercyclical Capital Buffer, Systemic Risk Buffer and maximum amount between Global Systemically Important Institution Buffer and Other Systemically Important Institution Buffer.
For the same data, EBA validation for RESOL report is v7511_m ββthe Combined Buffer Requirement in Z 03.01-r0400 must be equal to the sum of r0410 + r0420 + r0430 + the highest of (r0440; r0450)ββ meaning that Combined Buffer Requirement equals sum of Capital Conservation Buffer, Conservation buffer due to macro-prudential or systemic risk identified at the level of a Member State, Institution-Specific Countercyclical Capital Buffer and maximum amount between Systemic Risk Buffer and Global Systemically Important Institution Buffer. - Submission date

- Rationale for rejection
-
This question has been rejected because EBA guidance or clarification is not needed. This can be the case where harmonisation of practices through the Q&A process is not considered necessary; or that the issue is not material, for example because it is considered to be relevant only to a limited set of institutions or other stakeholders.
