We want to confirm how to fill the template Z03.01already reported by the entity in FINREP or COREP

Background on the question

We want to confirm the power supply mode of Z03.01 cells:

1.It is indicated in “Annexe II: Instructions”:
‘For reporting on a consolidated or individual basis, if these data points have already been reported by the entity in FINREP or COREP for the same reference date and reporting scope (see COREP/FINREP references in the instructions), the reporting entity does not have to report these data points a second time. Data only has to be reported, for instance, where the reporting entity has been waived from financial or prudential reporting obligations, in which case the only data source for resolution authorities for these data points is this report.’

We therefore want to know how the cells already entered in the COREP states will have to be fed into the Z03.01?

In fact, we envisaged for this case to leave these cells empty. However, the v90329_m control implies that none of the cells of the Z03.01 must be empty as mentioned below:

  • v90329_m:
    Expression: not ( isnull ({tZ_03.01, r*, c*, default: null, interval: false}) )
    Description: Z_03.01 should not be empty.

2.We also note that it is indicated for row 0220 Leverage ratio requirement of Z03.01 to leave empty if there is no formal requirement,

‘Leverage ratio requirement, excluding the requirement specified in Article 92(1a) of Regulation (EU) No 575/2013, as applicable to the entity or group, expressed as a percentage of the total exposure measure. If no formal requirement is in place, entities shall leave this cell empty..”

This contradicts the control e6449_e which requires that the cell (r0220, C0010) of the Z03.01 must not be empty,

  • e6449_e:
    Expression: with {tZ_03.01, c0010, default: null, interval: false}: not ( isnull ({r0100,c0010}) ) and not ( isnull ({r0120,c0010}) ) and not ( isnull ({r0210,c0010}) ) and not ( isnull ({r0220,c0010}) )
    Description: In Z 03.01, no empty value in cells (r0100,c0010), (r0120,c0010), (r0210,c0010), (r0220,c0010), (r0300,c0010)
