In form ‘F 32.01’ on asset encumbrance, should the market value be reported including or excluding accrued interest?

Background on the question

Im Meldebogen „C 72.00“ zur Liquidity Coverage Ratio ist in Spalte 10 der Marktwert („market value“) der liquiden Aktiva auszuweisen. Gemäß EBA-Q&A 2013_154 sind im Marktwert die Stückzinsen miteinzubeziehen („dirty price“). 

Im Meldebogen „F 32.01“ zur Asset Encumbrance wird in den Spalten 40 und 90 der beizulegende Zeitwert („fair value“) für belastete und unbelastete Vermögensgegenstände verlangt. Nach der Definition für die Spalten 40 und 90 ist der „fair value“ gemäß IFRS 13 bzw. Artikel 8 Richtlinie 2013/34/EU anzugeben. Der „fair value“ entspricht also dem Preis, der zwischen Marktteilnehmern in einem geordneten Geschäftsvorfall erzielt wird. In den Spalten 55 und 105 richtet sich der „fair value“ für die EHQLA- und HQLA-Angaben auch nach der Delegierten Verordnung (EU) 2015/61.

Nach unserem Verständnis liegen in den Definitionen zu „market value“ und „fair value“ keine Unterschiede vor, sodass die Positionen in der genannten Meldung zur Asset Encumbrance gleichlautend zur genannten LCR-Meldung auszuweisen sind, d. h. jeweils der Marktwert inklusive Stückzinsen („market value with its dirty price“).

 

In reporting form ‘C 72.00’ on the liquidity coverage ratio, the market value of liquid assets must be reported in column 10. According to EBA Q&A 2013_154, accrued interest must be included in the market value (‘dirty price’). 

In reporting form ‘F 32.01’ on asset encumbrance, columns 40 and 90 require the fair value for encumbered and unencumbered assets. According to the definition for columns 40 and 90, the fair value must be stated in accordance with IFRS 13 and Article 8 of Directive 2013/34/EU. The fair value therefore corresponds to the price achieved between market participants in an orderly transaction. In columns 55 and 105, the fair value for the EHQLA and HQLA disclosures is also based on Delegated Regulation (EU) 2015/61.

In our understanding, there are no differences between the definitions of ‘market value’ and ‘fair value’, so that the items in the aforementioned asset encumbrance report must be reported in the same way as in the aforementioned LCR report, i.e. the market value including accrued interest (‘market value with its dirty price’).
