Is validation rule v23688_s incorrect? 

Background on the question

Validation rule v23688_s requiring only non-negative amounts to be reported for certain columns in template C06.02 appears incorrect. The columns c0360, c0370 and c0390 should be able to have negative amounts, e.g. in case the contribution of the legal entity in question to group own funds is negative due to making a loss /  negative P/L.
