Reporting of marginal deposit facility amounts (overnight deposits with the central bank) in template C72.
- Question
-
It is not clear how the amounts in Central Banks regarding the marginal deposit facility should be treated in the calculation of the LCR and reported in C72. In fact, some institutions are reporting it in row 0050 (“Withdrawable central bank reserves”) and other institutions in row 0060 (“Central Bank assets”). Which one is the correct row?
- Background on the question
-
It is not explicitly stated in the Regulation nor the ITS on Reporting how the amounts in Central Banks regarding the marginal deposit facility should be considered in the calculation of the LCR and therefore reported. As as consequence, some institutions are reporting it in row 0050 (“Withdrawable central bank reserves”) and other institutions in row 0060 (“Central Bank assets”).

- Rationale for rejection
-
This question has been rejected because the issue it raises regards the contents of the agreement between the relevant competent authority and the ECB or the central bank referred to in Article 10(1)(b)(iii) of the Delegated Regulation (EU) 2015/61 - DR with regard to liquidity coverage requirement. Consequently, it is beyond the remit of the Q&A process and as such it cannot be addressed via a Q&A.
The Single Rule Book Q&A tool has been established to provide explanations and non-binding interpretations on questions relating to the practical application or implementation of the provisions of legislative acts referred to in Article 1(2) of the EBA’s founding Regulation, as well as associated delegated and implementing acts, and guidelines and recommendations, adopted under these legislative acts. The Q&A process cannot, for example, consider issues which would require changes to the regulatory framework.
