Question:

Are Greenland, Faroer, Guernsey, Isle of Man and Jersey to be treated as "central goverments" under Article 112(a) CRR or are they to be treated as "regional governments" under Article 112(b) CRR?

Background on the question:

As the CRR does not provide a definition of "central government", it is unclear how to treat "territories" that are not states in the sense that they are not members of the United Nations, with regard to mapping exposures towards them to the exposure classes under Article 112 CRR for the SA and Article 147 CRR for the IRBA.
