​The EBA updates list of other systemically important institutions

  • ​172 institutions were identified as O-SIIs in 2025 (highest level of consolidation in each country).

  • ​The number of identified institutions remains broadly stable compared to 2024.

​The European Banking Authority (EBA) today updated the list of other systemically important institutions (O-SIIs) in the EU, based on notifications received from national authorities during 2025. The publication aims to increase transparency and provides a consistent overview of institutions identified as systemically important across Member States.

​O‑SIIs are identified by national competent or designated authorities in line with harmonised criteria laid down in the EBA Guidelines. The updated list includes (i) the systemic importance scores calculated in accordance with the EBA methodology and (ii) the capital buffer rates set by the relevant authorities for each identified institution.

​The information is also available through a user-friendly visualisation tool.

Notes to the editors

  • The assessment of systemic importance is performed in accordance with Article 131(3) of Directive 2013/36/EU (CRD) on the basis of at least the size, importance for the economy, significance of cross-border activities and interconnectedness of the institution. 

  • The EBA Guidelines on the criteria to determine the conditions of application of Article 131(3) of Directive 2013/36/EU in relation to the assessment of O-SIIs (EBA/GL/2014/10) were issued in accordance with the second sub-paragraph of Article 131(3) of 2013/36/EU and Article 16 of Regulation (EU) No 1093/2010.

  • The Guidelines allow relevant authorities to apply supervisory judgement when identifying additional institutions that may not be automatically captured. This supports a comparable assessment across the EU, while allowing for national specificities. 

  • The assessment and designation of O‑SIIs remains the responsibility of national competent or designated authorities.
