The EBA releases the final technical package for its 4.3 reporting framework to support Third-Country Branches reporting and AML Authority risk assessment data collection
The European Banking Authority (EBA) today published the final technical package for version 4.3 of its reporting framework. The package implements the new reporting requirements for Third-Country Branches (TCBs) under the Capital Requirements Directive (CRD) and supports the implementation of a risk assessment data collection exercise by the Anti-Money Laundering Authority (AMLA).
The final technical package provides the standard specifications, including the validation rules, the data point model (DPM), and the XBRL taxonomies to support the following reporting obligations:
Final draft Implementing Technical Standards (ITS) on the supervisory reporting of Third Country Branches in accordance with Article 48l(1) of the Capital Requirements Directive (CRD). The first reference date is 31 March 2027.
AMLA risk assessment reporting: introduction of DPM and taxonomy components supporting the methodology to identify obliged entities that will fall under the direct supervision of AMLA. The first reference date is 31 December 2026.
As part of the technical package publication and in line with the EBA’s ongoing efforts to simplify and improve the usability of its reporting framework, the EBA also publishes a new Glossary Usage Exploration file to accompany the reporting framework. The file provides a structured and user-friendly view of the glossary content and its use across the reporting framework, allowing users to explore concepts, definitions and their relationships within the DPM. By making these connections more transparent and easier to navigate, the file facilitates the interpretation of reporting requirements, supports impact assessments and contributes to a more consistent understanding of the semantic model underpinning the EBA reporting framework.
Background and next steps
A draft version of the technical package for the 4.3 reporting framework was published on 17 April 2026. The final version published today incorporates feedback received from stakeholders, including industry representatives, following the review of the draft package.
The final package includes the updated DPM annotated templates, common data points, validation rules, glossary and the related XBRL taxonomy necessary for implementation of the reporting requirements covered by this release.
The EBA may issue a targeted update (“hotfix”) at the end of September, should any critical clarifications or adjustments be required following early implementation feedback. This measure aims to address urgent issues promptly without waiting for the next full release cycle.
