The EBA consults on revised technical standards for joint decisions on institution-specific capital and liquidity requirements
The European Banking Authority (EBA) today started a public consultation on proposed revisions to the Implementing Technical Standards (ITS) governing the joint decision process for institution-specific prudential requirements foreseen by Article 113 of the Capital Requirements Directive. The revisions are part of the EBA’s broader efforts to simplify and enhance the efficiency of the regulatory and supervisory framework, as outlined in its Report on the efficiency of the regulatory and supervisory framework, published in October 2025.
The EBA is proposing targeted amendments to streamline the joint decision process and align it with current supervisory practices. This reflects developments in the regulatory and supervisory framework since the ITS were first adopted in 2014, including changes introduced by CRD V and the revised EBA Guidelines on the Supervisory Review and Evaluation Process (SREP), and builds on more than ten years of experience in supervisory colleges.
The revised ITS:
- support a more holistic and coordinated assessment of institutions' prudential requirements and guidance;
- streamline and simplify templates, by introducing a single, reduced and integrated risk assessment report;
- align the joint decision process with the revised SREP framework and current supervisory practices;
- more clearly incorporate qualitative supervisory measures into the joint decision process; and
- update the scope of joint decisions to include Pillar 2 Guidance and leverage ratio-related Pillar 2 requirement and guidance.
Overall, the revisions aim to make the joint decision process more efficient and to further enhance the consistency of supervisory assessments and their communications to institutions.
Consultation process

The EBA will hold a virtual public hearing on 10 November 2026 from 10:00 to 11:00 CEST. The EBA invites interested stakeholders to register using this link by 9 November at 16:00 CEST. The dial-in details will be communicated to those who have registered for the meeting.
All comments received will be published following the end of the public consultation, unless requested otherwise.
Background and legal basis
This consultation forms part of the EBA's communication campaign, "Simplifying to strengthen: building a more efficient EU prudential and supervisory framework", which supports the Authority's broader efforts to improve the efficiency and effectiveness of EU banking regulation and supervision, in line with the work of its Task Force on Efficiency (TFE) and the EBA’s Report on the efficiency of the regulatory and supervisory framework, published on 1 October 2025.
The proposed revisions contribute in particular to the implementation of Recommendation 2.4 of the EBA's Report on the efficiency of the regulatory and supervisory framework.
The ITS is foreseen by Article 113(5) of Directive 2013/36/EU (CRD), which mandates the EBA to develop draft implementing technical standards to ensure uniform conditions of application of the joint decision process on institution-specific prudential requirements for cross-border banking groups within supervisory colleges.
The existing ITS were adopted by the Commission under Commission Implementing Regulation (EU) No 710/2014, and set out the procedures, timelines and templates supporting joint decisions on capital and liquidity requirements within supervisory colleges.
