1. Member States shall require applications for authorisation to be accompanied by a programme of operations setting out the types of business envisaged and the structural organisation of the credit insti tution, including indication of the parent undertakings, financial holding companies and mixed financial holding companies within the group. Member States shall also require applications for authorisation to be accompanied by a description of the arrangements, processes and mechanisms referred to in Article 74(1).
2. Competent authorities shall refuse authorisation to commence the activity of a credit institution unless they are satisfied that the arrange ments, processes and mechanisms referred to in Article 74(1) enable sound and effective risk management by that institution.
