Payment services and electronic money

 

The EBA's work in the area of payments and electronic money is aimed at ensuring that payments across the EU are secure, easy and efficient. The regulatory output in this section includes the technical standards and guidelines under the revised Payment Services Directive (PSD2); the mandate conferred on the EBA in the Interchange Fee Regulation (IFR); the EBA Guidelines on the security of internet payments; and the EBA's views on financial innovations in the payments sector, such as ‘virtual currencies'. 
 

Technical Standards, Guidelines & Recommendations

  • Extension of the application of the Joint Committee Guidelines on complaints-handling to the new institutions under PSD2 and MCD

    The proposal, which does not envisage any changes to the substance of the existing Guidelines, will ensure that an identical set of requirements for complaints-handling continues to apply to all financial institutions across the banking, investment and insurance sectors. The extension of the scope will provide consumers with the same level of protection, irrespective of which regulated product or service they are purchasing and which regulated institution they are purchasing it from.

  • RTS on Home-Host cooperation under PSD2

    The RTS specify the framework for cooperation and the exchange of information between competent authorities of the home and host Member States. The RTS also clarify the type of information as well as the templates to be used by payment institutions when reporting to the competent authorities of the host Member States on the payment business activities carried out in their territories.

  • Guidelines on fraud reporting under PSD2

    The Guidelines, which are addressed to payment service providers and competent authorities, are aimed at contributing to the objective of PSD2 to increase the security of retail payments in the EU.

  • Technical Standards on the EBA Register under PSD2

    These draft regulatory technical standards (RTS) and implementing technical standards (ITS) on the electronic central register under the Payment Services Directive (Directive (EU) 2015/2366) (PSD2) respectively set requirements on the development, operation and maintenance of the register and the information to be contained in it.

    Status: Final draft adopted by the EBA and submitted to the European Commission
